Testsuite: check the TRUSTED_CONFIG_LIST content

The testsuite relies on trusted configs. Exim needs to be compiled with
the TRUSTED_CONFIG_LIST option. The file mentioned in the
TRUSTED_CONFIG_LIST needs to meet several conditions.
