Added local static file option for documentation generation

This allows the documentation directory to include the other
required files (CSS, images etc) within the directory

Move static files into separate staticroot directory

This is a step on the way to making it possible to generate
documentation for a single version without the website but
with attached js/images

Improved handling of --verbose and --web

--web was not being honoured at all.  Now is, but that means
that the support files (CSS, JS etc) are also not generated

--verbose was only checked on some of the debug output
