Use /usr/bin/env perl instead of /usr/bin/perl

At least one of the animals uses a locally installed Perl
version, that is reachable via $PATH
run_branches diff | blob | history
run_build diff | blob | history
setnotes.pl diff | blob | history
update_personality diff | blob | history
Client to build Exim and report results to a central server for developers to look for problems or regressions
